Once the veteran reviews the amount owed, they will sign the form and go to the cashier at the medical center for payment. The cashier can submit payment electronically or with cash in hand. At the end of the day, the cashier totals all payments made and enters that one number into the VA financial management system. Unfortunately, entering just one number poses a problem in terms of auditability. It is difficult to determine which vouchers have been paid out to the veteran and the individual amounts owed and processed. Additionally, since this process is paper-based, capturing the information on the form requires manual indexing, adding extra work and decreasing efficiency.
